How to Read Employment Projections Without Treating Them as Predictions

A practical guide to reading BLS occupational projections, annual openings, percentage change, and national scope without turning planning evidence into a personal forecast.

Employment projections are useful because they give a career question some structure. They are also easy to overread.

A projection is not a promise that a particular person will find work. It is an estimate of how employment in an occupation may change under a set of assumptions about the economy, industries, technology, demographics, and labor demand. The latest BLS release used in JobShift Atlas covers the 2025–2035 projection period and was released on August 27, 2026.

The most useful way to read the numbers is as planning evidence: one input among work content, preparation, local conditions, experience, and personal priorities.

Start with the projection period and vintage

Before comparing two percentages, identify what they measure and when they were published. BLS projections describe a national employment scenario over a defined period. They are not live counts of current openings, and they are not a forecast of your own hiring prospects.

The vintage matters because projections can change when BLS incorporates new population estimates, industry expectations, observed employment, or revised assumptions. A page using 2025–2035 projections should say so instead of presenting the figures as timeless facts.

A release date also helps readers understand what the numbers can and cannot know. Data published in August 2026 cannot incorporate every event that occurs afterward. That is not a flaw unique to projections; it is a reason to keep the date visible.

Percentage growth and number of jobs answer different questions

Projected percentage change is useful for comparing the direction of occupations with very different sizes. If an occupation is projected to grow from 100,000 jobs to 110,000, that is a 10% increase. The percentage communicates momentum relative to the starting base.

Numeric change communicates scale. An increase of 10,000 jobs may matter differently from an increase of 100,000 jobs, even if the percentage is the same. A small occupation can have a high growth rate and still add relatively few jobs. A large occupation can have a modest growth rate and add many more positions in absolute terms.

Neither measure is a ranking of career quality. They answer different descriptive questions:

  • Percentage change: How large is the projected change relative to the occupation's starting employment?
  • Numeric change: How many more or fewer jobs are projected in the occupation?
  • Projected employment: How large is the occupation at the end of the projection period?

Look at all three when the data is available.

Annual openings are not the same as growth

An occupation can have many annual openings even when its employment level is projected to change little. Openings can reflect people leaving the occupation, moving to another role, retiring, or otherwise creating replacement demand, as well as employment growth.

This distinction matters for career planning. A large occupation may offer many opportunities because it has a large workforce and regular turnover. A faster-growing occupation may add jobs more quickly but have a smaller total base. The projection percentage alone cannot tell you which situation will be easier for you to enter.

Annual openings also do not mean that the same number of jobs will be available to every applicant. Openings vary by experience, education, location, industry, employer, timing, and competition. They are a labor-market signal, not a personal invitation.

National projections are not local forecasts

The BLS projections used in the main JobShift Atlas occupation profiles are national. A national projection can provide useful context, but local conditions can differ substantially.

Industry mix, population change, public investment, employer concentration, licensing rules, commuting patterns, and regional specialization all affect local opportunity. A national decline does not mean every local market is shrinking at the same rate. A national increase does not mean every state or metro area has the same demand.

That is why JobShift now keeps state OEWS estimates separate from the national projection fields. A state wage or employment estimate describes a different geography and source program. It should not be blended into a national projection as though the measures were interchangeable.

Projections do not explain the work by themselves

A projection tells you about a possible employment direction, not what the occupation feels like to perform or which capabilities it uses.

For that, inspect the occupation's tasks, skills, work activities, preparation requirements, and technology context. A projected increase may occur in work that requires substantial training, physical presence, licensing, irregular schedules, or responsibility for other people. A projected decrease does not erase the need to understand the work or the skills a worker may carry into a related occupation.

The same principle applies to AI exposure. BLS relative AI exposure categories and employment projections describe different dimensions. Relative exposure is not a probability of automation, job loss, worker replacement, wage decline, or employment decline. Read the measures separately before asking how they fit together.

A simple comparison method

When comparing two occupations, write down the following for each one:

1. Projection period and source vintage.

2. Projected percentage change.

3. Projected numeric change.

4. Projected employment level.

5. Annual openings.

6. Typical preparation.

7. Relevant tasks and work activities.

8. Geography and industry context.

Then write one sentence about what the numbers do not establish. For example: “These projections describe national employment scenarios; they do not establish my eligibility, hiring odds, or likely personal income.”

That last sentence is not just a disclaimer. It keeps the comparison honest. It prevents a statistic about an occupation from quietly becoming a claim about a person.

What this means for a career decision

Use projections to decide what deserves more research. A positive projection may support investigating an occupation's preparation, tasks, and local conditions. A negative projection may prompt you to examine adjacent occupations, replacement openings, or the skills that remain useful across several roles.

Do not let one number make the decision for you. A useful next step might be reading the target occupation's task statements, comparing preparation requirements, checking state-level OEWS information, or testing a small work sample. If a transition involves a period of lower or uncertain income, financial planning deserves its own careful review rather than being hidden inside a wage comparison.

The better question is not “Which occupation has the best projection?” It is: What does this projection suggest I should investigate next, and what would I need to verify before acting?
